Northampton County Circuit Court Indictments

Luis Alberto Aquino-Reyes, 42, of Catherine Street, Salisbury, Md., was indicted Jan. 10 on a felony charge of driving under the influence on Oct. 2, 2021, his third similar offense in 10 years. 

He was arrested the same day by Officer David Hall, Chesapeake Bay Bridge-Tunnel Police Department, who also investigated. 

Hall’s report stated the accused was traveling northbound on the bridge-tunnel and was “all over the road,” then hit a curb. When Hall pulled over the vehicle and approached Aquino-Reyes, the officer smelled alcohol. 

Aquino-Reyes failed a field sobriety test. Aquino–Reyes was released later that day on $2,000 secured bail.

Keyon D. Blake, 32, of Fox Court, Cape Charles, was indicted Jan. 10 on a felony charge of falsifying a consent form to obtain a firearm on Feb. 17, 2021. 

He was arrested Oct. 23, 2021, by Trooper Y. Lynch, Virginia State Police, who also investigated. 

Blake’s prior convictions included petit larceny, marijuana possession, and animal cruelty. 

He was released the same day on $1,500 unsecured bail.

Louis Ewell, 67, of Lankford Highway, Nassawadox, was indicted Jan. 10 on a felony charge of malicious wounding on May 12, 2021. 

He was arrested the same day by Deputy G.M. Evans, Northampton County Sheriff’s Office, who also investigated. Ewell was held without bail. 

He is accused of assaulting his girlfriend after the couple argued and she went into the bathroom and told him to leave her alone. When police arrived on the scene, the woman’s mouth was bleeding and her arm was bruised, Evans reported. 

At the time of his arrest, Ewell had two pending felony charges against him for assault and battery, he told authorities.

Wilbert Junior Freeman Jr., 64, of Cheriton Crossroads, Cheriton, was indicted Jan. 10 on a felony charge of hit-and-run of a vehicle worth $1,000 or more on July 14, 2021. 

He was arrested the same day by Trooper C.G. Brockwell, VSP, who also investigated. 

Freeman also faces misdemeanor charges of driving without a license and operating an uninsured vehicle. 

He was released July 14, 2021, on $1,000 secured bail.

Randall Luis Hickman, 24, of Sunnyside Road, Cape Charles, was indicted Jan. 10 on three felony charges: breaking and entering with the intent to commit assault and battery or larceny, stealing property worth $1,000 or more, and stealing a firearm, all on Oct. 5, 2021. 

He was arrested Oct. 7, 2021, by Officer H.F. Little Jr., Exmore Police Department, who also investigated. Hickman was held without bail. 

He was released on $3,000 unsecured bond Oct. 28, 2021.

Andrew Hosea Jones, 63, of Virginia Avenue, Exmore, was indicted Jan. 10 on a felony charge of driving under the influence on Oct. 9, 2021, his third offense in 10 years. 

He was arrested the same day by Deputy J.W. Foisey, NCSO, who also investigated. 

Foisey reported seeing Jones’ vehicle coming toward him in the wrong lane on Occohannock Road. The vehicle moved into the correct lane, passed Foisey, and swerved back into the wrong lane. Foisey followed the vehicle, and when he stopped it and approached Jones, the officer smelled alcohol. Jones’ speech was slurred and he couldn’t perform a field sobriety test, Foisey stated. 

Jones was held without bail Oct. 9, 2021, and was released on $2,000 secured bond Oct. 13, 2021.

Ryan Mark Snyder, 22, of Whales Run Court, Virginia Beach, was indicted Jan. 10 on a felony charge of grand larceny of a motor vehicle worth $1,000 or more on Aug. 16, 2021. The victim was one of Snyder’s family or household members. 

He was arrested by Officer Little the same day and held without bail. 

Snyder was released Oct. 4, 2021, on $3,000 secured bond.

Nadir Amir Topping, 27, of Church Road, Tasley, was indicted Jan. 10 on a felony charge of possession of a firearm while a protective order was in effect on June 16, 2021. 

He was arrested June 30, 2021, by Investigator Barry Randall, NCSO, following a complaint filed by Deputy Foisey June 17, 2021. Topping was held without bail. 

He also faces misdemeanor charges of purchasing or transporting a gun while a protective order was in effect and carrying a concealed weapon without a permit. 

Topping was released on $2,500 secured bond July 1, 2021.

Ryikeem Victory, 18, of Adron Street, Exmore, was indicted Jan. 10 on a felony charge of grand larceny of a motor vehicle worth $1,000 or more Aug. 31, 2021. 

He was arrested Sept. 3, 2021, by Deputy F. Jones, NCSO, following a complaint filed Aug. 31, 2021, by Officer J. Gonzalez, EPD. 

Victory also faces a misdemeanor charge of contributing to the delinquency of a minor. 

He was released Sept. 3, 2021, on $1,000 secured bond.
