Mr. Vincent Eugene Riggin, 80, known by all as Riggin and called PopPop by his grandchildren, began his journey to his heavenly home with his dear wife, Bettie June (Brady) Riggin, on June 14, 2021.

Riggin will be received in heaven by his parents, Thomas R. Riggin and Laura Mae Riggin; a son, Troy Riggin; brothers, Junior Riggin and Robert Wayne Riggin; and sister, Mary Etta Howard. Riggin leaves behind on earth sons, Zachary Marshall Cardwell (David Cardwell), of Plant City, Fla., Samuel Wayne Marshall (Tammy Collier), of Cape Charles, and Shaun Eric Riggin, of Gloucester, Va.; a daughter, Barbara Angela Marshall, of Cape Charles; grandchildren, Hollie Marshall, Erica Arizmendi, Renae Parkhurst, Alyssa Marshall, Trinity Marshall, and A.J. Price; brothers, Albert Francis Riggin and Edward Riggin; 11 great-grandchildren; his dog, Coco; and many nieces and nephews.

Riggin began his lifelong career on the seas as a deckhand on a scallop boat and became captain at the age of 18. He worked hard, and at the age of 22 became captain of his own boat. After almost 25 years on the ocean, he became a commercial waterman in Oyster, until the age of 76. In all those years of working on the water, to hear him tell the story, he was the greatest waterman ever. But everyone that knew him, knew the truth. Riggin loved the salt water, his wife, and his family deeply. He will be missed and forever loved.
