Mr. James D. Noël, 75, of Salisbury, Md., passed away peacefully Sunday evening, Oct. 15, 2023, at Coastal Hospice at the Lake.

Born Sept. 9, 1948, in Washington, D.C., he was the son of the late Joseph and Janice (Davis) Noël. He and his wife, Rachel J. Hesselink, celebrated their seventh anniversary on June 11, 2023.

James graduated from Gonzaga High School in Washington, D.C. in 1966, and completed his bachelor’s degree in economics in 1970 at the University of Virginia. Later, James received his master’s degree in economics from California State University, Northridge. He worked as an assistant director in the Government Accountability Office in Washington, D.C., where he often testified before Congress. James retired after over 35 years of service.

He was an active member of the Sports Car Club of America where he served as a flagger. James enjoyed building models, particularly rockets, and expanding his extensive collection of slot cars. He was an avid birdwatcher and found particular joy in the natural beauty of Assateague Island.

Survivors in addition to his wife include two children, Victor Noël and his wife, Samantha, of Lewes, Del., and Emily Ipock Noël and her husband, Harris, of Granville, Ohio; four grandchildren, Kylie, Henry, Cline, and Hannah; two stepchildren, Sarah Fell and her husband, Bobby Naemi, of Washington, D.C., and David Fell of Gaithersburg, Md.; and two sisters, Joyce Callaghan and her husband, Thomas, of Reading, Mass., and Janine Horneff, of Mantua, N.J.

A celebration of life service will be held Saturday, Oct. 28 at 2 p.m. at Asbury United Methodist Church, 1401 Camden Avenue, Salisbury, MD 21801, followed by a reception.
