Mr. William Charles Parks, better known as Billy, 48, son of Lorraine Dise Parks and the late William James Parks and a resident of Quinby, passed away Monday, May 8, 2023, at Virginia Commonwealth University Hospital. He was a waterman.
In addition to his mother, he is survived by three children, Jacob, Justin, and Ava; his brother, Jon; and sister, Leslie.
A memorial service was held Thursday, May 18, 2023, at 11 a.m. at Doughty Funeral Home with Pastor Jonathan Carpenter officiating. In lieu of flowers, memorials may be made to the charity of the donor’s choice.
