By Stefanie Jackson – Andrea Jo Black, 53, of Leesburg, Fla., was indicted March 14 on two felony charges of possession of Schedule I or II drugs, cocaine and crystal methamphetamine, on Nov. 1, 2021.

She was arrested the same day by Deputy J.W. Foisey, Northampton County Sheriff’s Office, who also investigated.

Black’s prior convictions included cocaine possession and grand theft.

She was released Nov. 9, 2021, on $2,000 secured bond.

Joseph Michael Castiglia, 21, of Melfa, was indicted March 14 on two felony charges of involuntary manslaughter on Jan. 28; the victims were a 12-year-old female and a 15-year-old female.

He was arrested Feb. 3 by Trooper C.G. Brockwell, Virginia State Police, who also investigated.

Castiglia also faces a related misdemeanor charge of reckless driving by not stopping for a school bus with its lights flashing.

He had no prior criminal record at the time of his arrest.

Castiglia was released Feb. 9 on $7,500 secured bond.

Keyon Leroy Cherry, 34, of Exmore, was indicted March 14 on three felony charges: possession of a Schedule I or II drug, cocaine; possession of a firearm by a violent convicted felon; and carrying a firearm while in possession of a Schedule I or II drug, all on Sept. 3, 2021.

He was arrested Sept. 4, 2021, by Deputy C.L. Forbes, NCSO, who also investigated.

Cherry had similar charges pending against him in Norfolk at the time of his arrest, and his prior convictions included drug possession with intent to distribute.

He was held without bail Sept. 4, 2021.

Ernest Curtis Gay, 56, of Cheriton, was indicted March 14 on two felony charges of failing to register as a sex offender on March 16, 2021, and Oct. 16, 2021.

He was arrested Dec. 15, 2021, by Trooper P. Neal, VSP, following an investigation by Trooper D. Wallace, VSP.

Gay’s prior convictions included rape, attempted rape, and assault.

He was released Dec. 20, 2021, on $1,000 secured bond.

Stevie Michelle Hooten, 36, of Chesapeake, was indicted Feb. 4 on a felony charge of possession of a Schedule I or II drug, Adderall, on July 20, 2021.

She was arrested the same day by Officer W.R. Hartshorn, Chesapeake Bay Bridge-Tunnel Police Department, who also investigated.

Hooten also was issued a summons for driving without a valid license.

According to Hartshorn’s report, he pulled over Hooten’s vehicle because it had an expired inspection and registration. When he spoke to Hooten, she stated that she did not have a prescription for the Adderall she had in a small plastic bag.

Hooten was released Sept. 20, 2021, on $3,500 unsecured bail.

Todd Blair Lewis, 57, of Eastville, was indicted March 14 on five felony charges: driving a motor vehicle worth $1,000 or more, belonging to Ronald Bailey, without permission; stealing a motor vehicle worth $1,000 or more, belonging to Twin Cedar Farms; stealing property worth $1,000 or more with intent to sell or distribute; possession of a Schedule I or II drug; and possession of a firearm while in possession of a Schedule I or II drug. The alleged offenses occurred between Oct. 30, 2021, and Nov. 1, 2021.

He was arrested Nov. 1, 2021, by Deputy J.W. Foisey, NCSO, following a complaint filed Oct. 31, 2021, by Deputy G.M. Evans, NCSO.

Lewis had a prior conviction for larceny at the time of his arrest.

He was released Nov. 1, 2021, on $1,500 secured bail.

Brandon Lilly, 33, of Machipongo, was indicted Feb. 4 on three felony charges of uttering checks on Sept. 12, Sept. 20, and Sept. 21, 2021.

He was arrested Sept. 30, 2021, by Deputy J.W. Foisey, NCSO. An investigation was conducted by Sgt. J. Gonzalez, Exmore Police Department.

Lilly faces three related misdemeanor charges, each of stealing less than $1,000.

He was indicted separately on Feb. 4 for a felony charge of attempted robbery on Sept. 29, 2021. For that offense, Lilly was arrested Sept. 30 by Officer Tyler Hinman, EPD, who also investigated.

Lilly was released Oct. 7, 2021, on $5,000 secured bond.

Randy L. Myrick, 41, of Cheriton, was indicted March 14 on a felony charge of a hit-and-run resulting in damage to property worth $1,000 or more on Nov. 13, 2021.

He was arrested Nov. 20, 2021, by Trooper G.L. Gallimore, VSP, following an investigation by Trooper Y.D. Lynch, VSP.

Myrick also faces a misdemeanor charge of driving without a license and received a summons for drinking while driving, aka an open container offense. Both of the lesser offenses occurred on the date of his arrest.

His prior convictions included possession with intent to distribute a Schedule I or II drug and a probation violation.

Myrick was released Nov. 20, 2021, on $1,000 secured bail.

Christopher Alan Northcraft, 34, of Brooklyn Park, Md., was indicted March 14 on six felony charges: two counts of possession of Schedule I or II drugs, cocaine and fentanyl; abduction of Brandy Bowen; second-degree attempted murder of Bowen; malicious wounding, resulting in severe injury; and eluding police, resulting in the endangerment of a person, all on Oct. 19, 2021.

He was arrested Oct. 22, 2021, by Trooper C.G. Brockwell, VSP, following an investigation by Trooper J. Little John-Miller, VSP. Officer M. Tobin, Virginia Beach Sheriff’s Office, assisted in the arrest.

Northcraft, with Bowen as his passenger, had led police on a high-speed vehicle chase Oct. 19, 2021, from Maryland to the Chesapeake Bay Bridge-Tunnel. The pursuit had reached speeds in excess of 120 mph before Northcraft’s vehicle crashed on the bridge-tunnel.

He exited the vehicle through the rear window and attempted to remove Bowen before fleeing;  he went over a guardrail and fell to the ground, approximately 30 feet below the road.

Both Northcraft and Bowen had warrants out for their arrest at the time of the incident, and both sustained major injuries that were not life-threatening, according to VSP.

Northcraft was combative during transport to Norfolk General Hospital.

On the morning of his arrest, when he was to be discharged from the hospital, Northcraft barricaded himself in his hospital room and unsuccessfully attempted to open or break a window to escape police custody, according to VSP.

He also faces misdemeanor charges of DWI or driving while intoxicated by drugs, his first offense; possession of a Schedule IV drug; driving without a license; reckless driving by exceeding speeds of 85 mph; and reckless driving resulting in the endangerment of a person.

A Northampton County Circuit Court document did not specify Northcraft’s previous convictions but noted his prior criminal record as “22 pages.”

He was held without bail Oct. 22, 2021.

Nicholas Ryan Potts, 25, of Bloxom, was indicted March 14 on a felony charge of malicious wounding of Amanda Bare on June 15, 2021.

He was arrested June 16, 2021, by Officer Brandon Parks, EPD, who also investigated.

Potts also faces related misdemeanor charges of assault of a family or household member and reckless driving in a parking lot.

According to a report by Parks, who interviewed both the accused and the victim and observed video footage of the parking lot, the couple had argued and gone to the parking lot of an apartment building on June 15, 2021.

Potts got in his vehicle and attempted to drive away, but Bare was on the hood. He maneuvered the vehicle several times in what appeared to be an attempt to dislodge Bare from the hood, according to the report.

She reached into the driver’s side and Potts tried again to drive away, with Bare hanging onto the driver’s side door. She fell and was run over by the vehicle, the report stated.

When Parks arrived, Bare was visibly injured and emergency medical personnel responded to the scene.

Potts was released June 23, 2021, on $2,000 secured bond.

Tyshid Rainey, 26, of Newark, N.J., was indicted March 14 on a felony charge of unauthorized use of a vehicle worth $1,000 or more, which belonged to U-Haul, on Aug. 25, 2021.

He was arrested the same day by Officer C.C. Stalter, CBBT PD.

According to Stalter’s report, he stopped the U-Haul vehicle because it had been reported stolen, according to the CBBT tag reader. The vehicle, which was reported stolen May 18, 2021, had been rented by Altariq Wardick, a friend of Rainey.

Rainey’s prior convictions included aggravated assault and eluding.

He was released on $4,000 secured bond Sept. 2, 2021.

Shakir Ricketts, 28, of Newport News, was indicted March 14 on two felony charges: endangering a person after failing to stop for a law enforcement officer and continuing to drive over the speed limit by 20 mph or more; and abuse or neglect of a child, showing reckless disregard for life, both on Nov. 28, 2021.

He was arrested the same day by Officer Spencer Parks, CBBT PD, who also investigated.

Ricketts also faces a misdemeanor charge of reckless driving by speeds of 20 mph or more over the limit.

His prior convictions included being an accessory to the theft of property, a probation violation, and failure to appear in court.

Ricketts was released on $5,000 secured bond Nov. 29, 2021.

Shannon Thornton, 33, of Machipongo, was indicted March 14 on a felony charge of attempted uttering of a check on Sept. 28, 2021.

She was arrested Sept. 30, 2021, by Deputy M. Johnson Sr., NCSO, following an investigation by Sgt. J. Gonzalez, EPD.

Thornton also faces a related misdemeanor charge of attempted larceny of less than $1,000.

She was on probation or parole in Accomack County at the time of her arrest.

Her prior convictions included unauthorized use of a vehicle, driving while intoxicated, and assault of a law enforcement officer.

Thornton was released on $1,000 secured bail Sept. 30, 2021.
